While I notice the couple, I also notice all those flower pots, which appear more barrier than anything visually appealing. I expect in-season they are lovely.
They are Audrey. They are as you say, barriers. Over the last two years, barriers have been placed at various spots all across the city. A deterrent for terrorists using cars as weapons.
